According to Roseville Police:
Pointing a laser at an aircraft is a serious crime under both state and federal law. The FAA (Federal Aviation Administration) may also assess civil penalties (substantial fines) against people who point a laser into the cockpit of an aircraft. Laser strikes can temporarily blind pilots and create a very dangerous situation for all involved.
