They saved a lot of money in doing so even though the county services delivery capability still suffers. Local volunteers fill in. Many of the paid personnel are doing "double duty" and at fixed wages not keeping up with inflation growth as reflected in modern industry standards. There is no question that the Sheriff's Department and Probation is not currently staffed to meet the needs of the new rehab center for qualified rehab personnel; that the fear is that the deputies will turn into "mini-probation officers" thereby neglecting their other county duties for patrol and investigation. Basically, jailers are not rehabilitation specialists. Essentially, this article say the county is moving ahead anyway with the physical structure and "borrowing" personnel (trained? It doesn't say) "other departments personnel" despite the hardship. By the way, who are the "other relevant county departments and service providers" exactly? Are the service providers outside agencies - contractors or religious organizations? It will be important to know if these groups are qualified to do the job or is this just another boondoggle to use "volunteers" to get around spending the money which otherwise would go into other construction projects that benefit some privileged groups in the county? Without the qualified personnel in place this program doesn't have a chance to succeed. That is why it is important to know the details.

Why do you need to travel out of the country? I am certain there are private universities in California that would be interested in a Placer County campus.
